I just bought a mf202 with loader for 1500 bucks sn jgf302393. It seemed to run great for a little while but engine started surging and losing power. I figure bad gas or exhaust back pressure because the tailpipe is under right rear axel. The gas pedal seems to stick forward and when i adjust the throttle seems to move but ever so slight what do you think.

Most tractors are governor controlled. The throttle puts pressure on the governor control spring and the governor allows higher governor pressure (rpm's) to counter the increased spring pressure. The governor is attached to the air flow butterfly in your carb which controls engine rpm's.

If you don't have your governor adjusted properly, all sorts of rpm variations are possible. Proper adjustment is in your service manual.
