Could be several things but what I hear is that you are able to energize the starter bendix (clunk) it hits the teeth of the ring gear on the flywheel, but there are no(bad) teeth to engage so it whirrs slowly rotating the engine until it gets to teeth whereupon it starts the rotation process.

Most engines have a couple of sweet spots where they like to stop. Consequently, the same places on the ring gear get whacked every time you try to start.

To prove this point, the next time you want to start, put the tractor in gear and push the tractor so as to rotate the engine 90 degrees (look at a fan blade; that ought to be close enough).

Then TAKE IT OUTTA GEAR and hit the starter. If it kicks right off, it"s the ring gear (missing/damaged teeth).

If it does the same thing you could have:

Low battery voltage,
Bad starter wiring (cables, connections)
Bad solenoid contactor (internal)
Bad starter
Bad Bendix

And to add to what TXBLU said...if you take a pair of pliers and jump around the selenoid (two heavy copper posts) and the engine whirls over like it"s supposed to, the selenoid is bad. You used to be able to grind the rivets off the bottom of one and rotate the square headed copper bolts and flip over the big copper washer inside, put four small bolts back in it and have a rebuilt selenoid. But the times they have changed and I haven"t tried it for 40 years. Fred OH

It still works. Do it all the time.
