I've been fighting the same problem. I was told that the number one possibility would be the lift pump. I replaced that first but it didn't fix my problem. Next most likely, would be the seal in the front of the injector pump. I did that second, and still didn't fix my problem. Third, was the possibility of the banjo bolt holding the return line on top of the fuel filter might be stopped up. Blew that out with an air hose, but the hole is so small, I really couldn't tell if it was stopped up or not.

The last thing I was told to try was the injectors. I pulled them off and had them rebuilt. Tractor seems to run a little better, but I havn't run it long enough yet to know if its fixed my fuel in oil problem.

Maybe you'll get lucky and fix it with the lift pump. Its the easiest and cheapest and most likely problem.

Good luck,
Sam

One possible cause is a little hole in the diaphragm of the lift pump.
