I'm new to tractors and continuing to learn the hard way. My 202 leaks fluid at the base of the steering column. Is this seal difficult to replace? The fluid reservior cover bolt is very difficulty to turn; I was afraid to remove it. Is this typical? Also, I used a brush hog yesterday and found that I could not engage the PTO while the tractor was running. I had to do it with the tractor off, and then start the tractor with the PTO engaged, thereby turning the blades while starting tractor. Is something wrong with the tractor, or am I doing something wrong?

PTO should engage with clutch depressed and engine running. If not, then somethings wrong.

I have replaced the same leaking seal at the base of the steering column. Yes, a moderate amount of effort - remove steering wheel, shroud holding gauges (which involves disconnecting oil sensor line & thermostat cable), and then steering column. Once that is done the seal itself is easy.
