MF 85 power steering

I am having problems trying to get my power steering pump working. I have rebuilt it and still nothing. If you look down the fill hole for the fluid it looks like the fluid is churning pretty hard. Still little to no pressure at the supply line for the steering and the power steering pump also works the PTO.

I have an old MF85 gasser, and the hyd pump drives the PTO clutch pack and PS, also. The PS filter located on the left side near the battery box may be part of the problem, did you replace it at the same time? You may have an air lock in the plumbing system.
