My 44 special had 14.9 / 38 tires on 12" rims . My question is if I go with 14.9's or 15.5's should the rims be 12" or 14" wide ? This tractor is only leaving the garage once a year to be at the Stoneboro fair .

My other question is with the wider rims that are offset inward the tractor . Is there clearance between tire and fender if I use 15.5 on 14 " rims ?

I think most 15.5 tires tell you on the side wall they should be mounted on 14" rim.

The number on the side is a reference number. The size is inches of tread contact. If you use a narrower rim (than is listed on the side of the tire), the tire squashes in and no longer meets the 15.5" dimension. Performance degredation would be a tendency to yaw side to side with lateral forces applied (like a 3pt mower without stabilization bar, only chains, and swinging back and forth). Probably wouldn't notice.

I've put 13.6 tires on 12.4 tire rims (11") with absolutely no problems.
