Power-steering/PTO problems

I have a MF-88, the engine has good compression starts & runs great. My problem is that the power steering is at best chaotic and the PTO pressure drops drastically (usually as low as 30psi). On a good day the pressure is at 160-200 psi, and then it suddenly drops and my steering and PTO both quit. I replaced the pressure switch in the return power steering line with a hydraulic pressure gauge so I could monitor the pressure. If I turn off the engine and let things sit for a while there's pressure back again when I start her up then she could run well for 5 minutes or even a couple of hours. I repaired/replaced the screen filter at the power steering pump and put in a new filter on the power steering line. Any ideas what could cause the intermittent problem?

There is a pressure relief valve behind the clutch that could be causing the problem. Bad thing is you have to split the tractor to get to it. Definitely a weekend project.
