Have just purchashed a 2135 do not know year model
man bought it from said it was a '73. Has gas engine no frontloader or backhoe. Has a foot lever for gas control, also has lever on column
Foot lever works but it is idled at around 1500 rpm. the hand lever does not seem to be working. if you push it all the way up it will kill engine. but if you pull it down it doesnt seem to rev. engine. what adjustments can i make? thanks.

I have a 2135 gas also. If you'll look at the link attaching the foot lever to the hand throttle (behind the dashboard), there's a cork washer about 2.5" in diameter. Along the throttle rod going forward from the center of that washer, there's a clamp which tightens a spring against the cork washer. Tightening the spring against the washer tightens the position of the hand throttle so it will stay in place wherever you set it. I think of it as cruise control. You should be able to give it more gas with the foot pedal and when you release the foot pedal, it'll rev back down to wherever you set the hand throttle.
If tightening the cork washer doesn't fix it, check all the linkages. The owner's manual is only about thirty five dollars (from my rip-off dealer) and well worth the expense.
