If you are doing it yourself, you will need a sleeve puller. You can make one out of a threaded rod and some scrap metal. The idea is to make a U-shaped peice that goes on top of the cylinder block (upside down). The threaded rod goes through a hole in the piece and down into the cylinder. You will need a disc which is about .002 less than the diameter of your sleeve with a .010 step machined into it. The disc must have a hole exactly in the center of the proper diameter for your threaded rod to fit through. You will need a machine shop to make this disc for you. Then you place the disc into the sleeve from the bottom, put the threaded rod through the hole in the U-shaped piece and through the hole in the disc. A nut goes on both ends. You take a wrench and screw on the top nut, it will force the disc against the sleeve and pop it out of the cylinder. This process is a little hard to describe without diagrams. Hopefully, someone else can come up with a less long winded description of the process.
