Did you ever resolve this problem as I have just purchased a 135 with the same thing. Lift arms will only go down with the engine off.
Thanks

Try double checking the hydraulic fluid level.
I had a similar problem on my John Deere 955: the 3 pt rockshaft arms were stuck in the up position whether the tractor was running or not. Adjusting the float, etc. did not help. My fluid was very low & adding some solved the problem.

I am no expert, so take my advise with a grain of salt, but it sounds like your control valve is stuck.

Also, the lift on my MF50 was very slow to lift and even slower to drop. Turns out that an old remote was frozen about 95% open preventing the lift from working properly.
