I have a TO-30 with a lift that won't lower all the way down.I only notice when I am using the factory 3 pt plow.I have adjusted the bracket on the lift control lever that has the elongated slots on the upper housing. If I take the small bolt off at the bottom of the lever control so I can move the lift control handle lower than gate allows it works fine. What is wrong? Thanks

Your problem is more than likely a damaged control valve spring...could be scored or just sticking. Remove the inspection cover from the center housing to determin if the spring puts the valve in full discharge...The adjustment and checking procedure in the service manual will remedy this quickly. Also Be sure to check or change the lift oil chances are its been in there a long time.
Hope this helps...
