You need to replace your clutch but one word of advice from someone who learned the hard way about dual stage clutches. you must compress you clutch plates before attempting to install them it is not fun trying to line up but it is possible. there are 1/4" threaded holes that you put all thread in and then turn nuts down to compress the pressure plateand the two discs if you don't compress the plate it will break when you put it back on that was a 300 dollar lesson from me to you for free if you have any questions feel free to ask me I will be more than happy to help to save someone else the mad dash to the tractor parts store trying to find a clutch.

The pto clutch is probably bad. It has a dual clutch one stage is for the pto, the other is for the traction clutch. When the clutch pedal is 1/2 depressed the tractor will stop, fully depressed the pto will stop. The ground pto runs off of the differential pinion shaft, therefor it does not use the pto clutch on the engine flywheel.
