I asked the guy who sold it to me if the tractor should have a governor, he said he didn't know. Couldn't find one anywhere near the timing cover.

If there should be guess it'll set me back some. Governors are not hard to get around here, it's the linkage that's the headache.

You didn't say if it was a gas or diesel. If it's a diesel, it should be in the fuel injection pump housing, and would not be visible.
