Govenor at idle

Hi, I have a MF 205 ind. with a Perkins A3-152 diesel.The govenor works great at the top end, but the idle is set at 600 warm and when starting cold it idles at 500 untill it warms up. Is the govenor supposed to keep the idle at 600 hot or cold or is this normal perkins? Thank You, Mike P.S. The idle is set low because I have a Funk instant reverse trans.

This is my thoughts on that It is normal for them to idle like that when you move the throttle all the way shut against the low idle screw The spring that opens the governor is totally relaxed & will not open the metering valve to increase the speed of the engine. The extra load caused by the friction of cold oil will cause the engine speed to be slower than when the oil is hot. Hope this answer your question
