Power steering ?????

I have a parts and service manual on the way. My 1958 202 has a problem. I got the tractor in pieces (so to speak). When I got the tractor running and the steering wheel was in the center position, I tried to turn the wheel to the right. The wheel turned very fast to the right and was unstoppable. I was unable to turn the wheel back to the left when the motor was running. EXACT same thing happens when I try to turn to the left. I can not find anything wrong with the pump or the selector valve. I went to a local salvage yard and mine is 'plumbed' the same way.
Anyone have any ideas? Is it possible that one of the cylinders at the wheels is blown out? Please advise, Tom/Idaho
