MF 85 PTO

I have a Massey Ferguson 85 and the pto doesn't come out of gear when the lever on the transmission is shifted. The clutch will stop the shaft but otherwise it's always driven, not just drifting like some pto's do (it will pull a brush hog hard enough to slip the brush hog clutch regardless of the lever position).

It looks like it has been brazed on the outside, but I took the cover off the transmission and it's doing something inside when you shift it, I just don't know what exactly it's supposed to be doing.
