MF 165 Inquiry

I'm looking at a 1972-73 MF 165 for possible puchase. The power steering system is obviously non-operating. I checked the reservior and it was full of fluid. There is no hydraulic cylinder in view, so there was no way to check for blown seals. Question: What is the likelihood that the pump itself is bad, or might the problem lie elsewhere?? I am one-armed and the good arm has a good case of arthritis so you can see that power steering is a must.
Question #2: The clutch is strong, but with present adjustment, it does not engage until it is almost all way up. Is this linkage adjustable to make the clutch engage quicker??
Question #3: Asking price $3800. (Engine sounds good, sheet metal average, tires good) Is the price in the ball park?? Thanks for any help,

That isn't too bad of a price for a 165. If the power steering reservoir is full and you have no steering, chances are the power steering pump is bad. They aren't cheap, usually about $300-$400. I would factor that in when purchasing.

Does it have a 2-stage clutch? My 165 does have. The first stage starts the pto, then last stage engages transmission. This causes the clutch pedal to have quite a long travel. Agree with Bob, price seems quite low.
