Buying a MH pony

I am looking at a MH pony that a fellow in our neighborhood has for sale. It has not been used in about ten years and has been sitting in his barn for the last three years with no oil in the crankcase. It is complete with cultivators and has a pto. The crankshaft rotates. The finish is pure rust but no perferation. The tires are very rough. What should I pay for it. It looks very restorable. According to him it ran three years ago. I want to use it for a cultivating tractor for my small market garden 14 acres, or put a belly mower on it to cut three acres of lawn.
Any comments?
