I have a massey 202 which isalmost the same as 35. the problem is that the lift pin which holds the lift arm at the axial leaks. I cannot get the bolt of because it also spins.

What would it take to fix this, can I get to it from the top cover?

I believe that the only way to fix your problem is to remove the axle housing. I did this recently for this very reason. The pin has an o-ring on it to seal it. On my tractor just tightening from the inside was enough to seal it. I removed the axle first then the axle housing otherwise you can stress the axel seals and ruin them. If you have any leakage into the brake area, this is a good time to seal this as well. The job took me about three hours.
