Try adjustment first. Do the clutch pedal adjustment, then the pto clutch adjustment after removing the plate under the clutch.

There are good descriptions in Jack from NB's article on MF35 tractor assembly on the left of this page. Also see Big Dean's MF page. Any of the good MF manuals also show how to do the job. You need good quality wrenches and some patence.

If you still have problems after adjusting the clutch (I did), buy a new clutch assembly and put it in the tractor (or get someone to do it)

On my tractor, when I pulled the old clutch out I found all the linkages worn out. I got a lot of help with the clutch replacement job by emailing both Jack and Big Dean. The new clutch made the tractor a pleasure to operate.
