HELP!!! TO-20 Popping

I have a TO-20 that has had the cylinder head totally rebuilt. I adjusted the valves to the .0015 "cold" setting per the specs and re-attached the valve cover, fuel tank, etc. I then set the timing on the tractor as follows: On the compression stroke of #1 cylinder, I brought the piston to Top Dead Center and set the distributor to the #1 plug wire. It fired right up and runs good at low RPM. However, there is a popping noise from the Oil Bath Air Cleaner at higher RPMs. Did I not get the timing right or is there problems with the carb? I am puzzled.

Thanks marlowe....I was also told today that the distributor rotates counter clockwise. I was under the assumption that it was clockwise. I will check the wires and rotation.
