I'm not an expert but I did get some governor performance improvement on my MH30 by adjusting mine. First check the manual to ensure the gov arm linkage is properly adjusted to the carb and the idle and high speed rpm's are ok. At the bottom of the governor you shoud see
a slotted thread screw protruding from the housing. There is a lock nut on it. Loosen the lock nut a few turns always noting how many turns you make and with the engine running turn the screw clockwise a turn at a time. Keeping alternating the throttle with the number of turns on the screw. I would do this no more than 5 times. If you don't notice more power on the arm, back off 5 turns to original position then try it counter clockwise. If there is still no improvement then I don't have a solution. There may be warn throwout balls or some other problems. I'm assuming your governor is similar to mine.

Hope this helps.
