Please don't laugh out loud when you see the cause.....
When I rebuilt the motor I got new radiator hoses from our local parts supplier - originals items, correctly labelled with part numbers etc, therefore I never believed they could be the problem, as they weren't collapsed or aged.
Well, on Monday I was at a local tractor dealer looking at another TE20 he had for sale & guess what....the bottom radiator hose looked different to mine - it did not have such a pronounced kink in it....I bought a new hose from the same dealer & voila!!! problem solved!!!The unfortunate thing is that this is after a head & valve rebuild, after stripping the carb to clean & rebuild it, after a new radiator, after stripping the front end to check the valve timing etc. etc., but it is at least now running at a decent temperature (between 85 & 90 degrees celcius). So, all told I am now content once again.
My sincerest gratitude to all those in the forum who offered suggestions & advice.
