First place to start is to make sure that you have good clean hyd. fluid. Drain the old fluid check for water etc., flush the system with fuel oil (diesel fuel- kerosene) refill with clean fluid and check. If the lift still does not respond, pull the right inspection plate where the hyd. dip stick is located, and check the movement of the control valve linkage. Also check for any excess foaming of oil around pump assy. Look up to the hyd. cyl.. to check for excessive leakage between where the cyl. bolts to the hyd. lift cover. and from the open end of the cyl. There are a lot of possibilities this should give you a starting point. P.S. a picture is worth a 1000 words, a manual is a wise investment.
