Gentlemen - There's a common problem with 65 and similar power steering systems - linkage wear. Assuming fluid levels are ok, and the pump is putting out, check the pins on each end of the adjustment turnbuckle up front connecting one of the main castings to the control valve on the top of the cylinder. 1/64" movement in that control valve makes the difference between operating and not operating. The pins and holes on each end of the turnbuckle seldom if ever get oiled, and after 40 years..... they wear! Have someone else operate the steering wheel in both directions and check to see that the control valve follows the casting movement. 1/16" spool movement in each direction is good. If you haven't got that, you may have isolated the problem. With the grill off, tractor idling, (wheels blocked so you don't wind up in hospital!) have your trusty assistant crank the wheel to move the spool into the valve body, and pry the valve spool in further with a big screwdriver or pry bar to see if you get hydraulic steering response. Be careful not to punch the rad... This will tell you if the pump is putting out. Hope this helps.
