Need advice on '51 TO30

Im considering the purchase of a 51 TO30. The current owner purchased the tractor only to find it had a cracked block. He replaced the block and overhauled the engine (except valve train). However, the tractor has low power, emits a puff of white smoke when started, occasionally misses, and is hard to start when hot (6v still). The carburetor has been rebuilt but I suspect these problems are likely carburetor related. Also, the tractor operator is subjected to a lot of exhaust fumes when driving the tractor, even though the exhaust exits the rear. The engine sounds like it has an exhaust leak around the manifold. I suspect this can be fixed with a new gasket but would like input as I am unfamiliar with this model tractor. Cosmetically, the tractor looks great, running boards and pedals not worn, sheet metal good, tires good etc Also, Im comparing this tractor a 70% restored 49 8n (engine overhauled, new paint, new clutch, new tires, etc) in the same price range. Any thoughts on which is a better working tractor would also be appreciated.

First, post on Harry Ferguson board. You'll get more response. Second, make sure it is a 30 and not a 20. Oil filter on 30 is on exterior of right side of block. On 20 it's inside pan. The 30 will outpull any 8N of comparable condition, due mostly to the overhead valve engine versus the 8N flathead. The TO30 is excellent tractor but prone to cracked blocks. Sounds like manifold is suspect. Check the compression. Check the plugs. Could it have bad head gasket? Full professional engine overhaul on a 30 is about $1400. Don't assume carb is the problem. The carb is pretty forgiving if it is clean. Power loss could electrical, maybe ignition timing, but some of your symptoms sound to me like compression issue. These are great tractors, but I'd be careful of this one unless you are getting very good price.
