My father recently bought a TO-30. We are newbies
to owning a tractor. We bought a bushog and hooked
it up and it worked fine, but after a hour of running the tractor, I saw a drop of moisture come from the top of the oil fill. I opened it up and it looked like
a frothy white and brown milkshake inside. What might this be?

More than likely water, but from where? When first purchasing a used tractor I start with fresh fluids. Just for the reason you have to worry. When water shows as milky mix, I then try to determine how bad by changing oil and running up to temp with radiator cap off. This takes the pressure off system. If no water, May have been there when you bought it. Then add cap and pressure. Sometimes the water does not show up till pressureized. Then, back to trying to figure source. Don't think worse problem at first. Good luck with it no matter what.

Water in the oil. Might be a leak, or might just be condensation from sitting years. First try changing the oil and filter. Then running it again. If it comes up foamy again then its likely the block leaking.

Sounds like a cracked block. Fill your radiator with anti-freeze, and then pull your bottom pan and look up at the engine in between the sleeves and you most likely will find that it is cracked between each cylinder. It most likely will be cracked on top of the block also, but the crack on top won't hurt it, the head gasket will seal it. The cracks on the bottom can be repaired by a good welder, I have repaired several of those blocks with no trouble afterwards.
