First Question, does your tractor have dif-lock, and is it by chance stuck engaged? If no to both, then I'd say you've lost an oil seal on the left wheel, soaked the brake shoes with oil, and really don't have a left brake. I can't imagine anything that could cause a transfer of power to the left wheel when the left brake pedal is depressed.

I would go with the oil seal gone as nothing will make the power go to one wheel in this instance.
