if the cable is froze up, you can take cover off on right hand side under seat and unhook cable, then untill you can replace cable that runs under platform you can move lever there to raise and lower 3 point arms

be VERY CAREFUL if you do that!!!
there is little or no control of rockshaft movement if you operate it from the lever on the valve housing and a VERY HIGH DANGER of being hurt badly by uncontrolled hitch movement!!!

Greg, There is a cover under the steering wheel that is held on by a 3/8" bolt with a 9/16" head. Remove the cover and on the left side behind the cover there is a cable clamp that holds the cable that controls the rockshaft lever. If the cable is not frozen there is a good possibility that the clemp has worked loose. and the cable sheath is working with the cable not allowing the cable to move the lever back at the rockshaft housing.

It's very likley that the control cable is stuck. This connects the dash mounted lever to the control lever on the rockshaft housing.

Don't exactly recall the 4020 rockshaft lever stop arrangement, but could it simply be that someone has raised the stop all the way up against the lever with the lever in the up position? If so, lower the stop or move the lever to the side and go around it.
