I have tried to peen them with a small ball-peen hammer, striking it with a larger hammer. No good. I have seen in a book a peening tool that fits a pnuematic tool but I haven't found it in places like Sears or Northern Tool. If I can't find it is there other ways to do a good job of installing these rivets?

I found that a simple way to do this is to put the rivet in place with enought end stick through the drum, then mig weld the top. When it cools it will draw the rip up and if you're care ful you can ball the top for an original look or use a small dremel and dress out the top. This works like a charm. You just have to wedge sometime inside to hold the rivet in place and have just enough end stick out to weld the head on. Requires no beating or excess force. This can be done with the clutch in place.

TMAC, if the pulley is still on the tractor use a piece of 3/8" or 1/2" thick steel about 4" long & clamp it with 2 clamps using a nut or other spacer inside the pulley & under the rivet head. Then if doing it by hand, heat the rivet top red hot & swedge it into the pulley with a hammer & drift. If using an air chisel grind an old air chisel or punch head to about 5/16" & just hammer it down cold.
~If the pulley is off the tractor do the same, only you can use a small hydraulic jack to buck the rivet inside the pulley instead of the steel bar.
