jds, there are certain things you can do without pulling those brass plugs. Make sure the float is good, not fuel logged & set correctly, make sure the choke is fully closing, & opening, [just because the linkage is moving correctly doesn't mean the choke plate is functioning correctly inside the carb]. The main nozzle can be pulled & all the little holes cleaned, the bowl vent can be verified to be open & the baffles not plugged. There are other idle system holes that can be checked without pulling those plugs. ~Those brass plugs can usually be removed if heated to a dull red then allowed to cool. Even if they are butchered up, a small pair of pliers can sometimes get them loose after heating. If worse comes to worse they can be drilled out & new plugs installed [#3, #14 & #21 drill bits]..... ..... [I use a L/H drill bit for the big ones]. ~Make sure the air cleaner is open & no water or crud is in the element or cup, [try running the tractor without the air cleaner hooked up to the carb].
~If you are intent on sending it out, Roberts Carb [Phone: (712) 262-5311] is about as good as any.
~If you want to give it another try, let me know & send me your E-Mail address, & I will send a carb cleaning diagram so you can check some of the areas that aren't under those brass plugs.
~You might want to try some heat [small flame tip torch] on those plugs, they might surprise you & come out easily with a small pliers or fine tipped chisel. [I use a little set of Snap-On ignition pliers that have good deep teeth & a short nose]
~Does it have a Wico "C" mag on it? If so, let us know as that could be part of your flooding/starting problem.
