Using a fan or a water pump as a dyno is a new concept to me since I am a relative newbie to the "recreational" tractor thing. It's a great idea since the HP REQUIRED TO DRIVE A CENTRIFUGAL FAN OR PUMP INCREASES AS THE CUBE OF THE DIFFERENCE IN SPEED. In other words, if you double the shaft RPM, the HP requirement goes up by 2 X 2 X 2 or EIGHT TIMES the original HP. I can see where you'd want to have a bunch of pulleys since PTO RPM is a constant and you want to get the tractor into the good power range from an engine RPM standpoint. Fire trucks have big shaft-driven water pumps which would be ideal for making a dyno.

HAYSAM I have 3 sizes, the big one has 3 different size pulley's on it. The 12" one no R or 830 can turn it. Put a 11L tire on one side and it is about right as I can adjust air pressure in it to change dia.and helps prevent belt slippage.
Have 2 sizes mounted on a trailer, sure a great way to seat rings or burn the crud of of a tractor engine. When I have the R on it after about a hour @ 200+ degrees, there is a big black cloud above, but does it ever pull good after that.

Me and a friend were going to build one using a airplane variable propeller, still think it would be the best.
If you like, Email me and I'll send a pic with the ole 38 D getting a work out.

Be glad to help if I can.

Ps the cylinder out of a junk thrashing machine makes for a great axle/w/bearings for the fan, for starters.

HAYSAM, not at this time. I did some measuring & took some pictures over the last few years & when I get a chance I am going to build a baker fan. When I get one operational I will let you know. I was using an old irrigation pump with a gate valve on it to load my tractors but I put an 820 diesel on it last summer & split the pump. So I am going to have to do something this coming summer.
