Stuck brake peddle on JD H

Am restoring Model H John Deere. Left wheel will not turn and both brake peddles are stuck. I removed plate from rear and bull gear etc. looked OK. How is best way to go? Do I have to remove wheel and axle or is there some great and wonderful solvent?

Joe, HMan did a good job of explaining the procedure so all I'm going to do is add a picture so you can see what's inside. If you want to see more just let me know as I also have some pictures with the drum removed.....

Joe, You'll have to go inside. Most unrestored Hs have bad brakes and leaking seals. Bolt a piece of channel iron about 4' long under the drawbar support, then put it on jack stands. Remover the wheels, next the axle assembly, by removing the bolts around the housing. Pull housing and axels out together, (it's pretty heavy for 1 person). Now you can get at the brakes. You will most likely have to fab a puller to remove the drums. This can be done with all-thread and a flat bar. Now you can reline the brakes and do any repairs. Clean and lube all parts. I would advise installing new inner and outer axle seals. You don't want to go back inside the axles again. When you reassemble, you'll need someone to help line up the ring gear assembly so you can slip the housing/axles back on (if you do one side at a time,the ring gear won't slip down).
