Rick, when you re set the float, it wasnt a little heavy or make any sloshing sound like it had gas in it I assume?? As Im sure youre aware, a small leak in them can fill their interior and they slowly sink to the bowls bottom, thereby opening the needle and seat. I always turn my gas off at the sediment bowl just to be safe, but as your question points out, a good needle and seat (if float is okay) shouldnt allow leakage if ventign is okay as addressed by clooney. Rick, check for a plugged bowl vent. If the vent is plugged it will siphon fuel out even with a good needle & seat.
~If it's plugged it's probably at the baffles in the top of the casting inside the float bowl....
