Mike, did you happen to try and move the load/depth control lever to see if that helps, also make sure to see if the linkage is hooked to the valve housing. If none of this helps remove the snapring from the linkage at the valve housing and clamp a pair of 10 inch visegrips to the arm where the linkage was removed and slowly move the arm up towards the cab to see if the linkage just needs to be adjusted. Watch out though, there isn't much clearance between the valve housing and the 3pt arm once it starts raising. And if this doesn't help find a repair manual/shop and go through the adjustment procedure with the oil hot and follow exactly. chris

If the loader is funtioning well, you know that the hydraulic pump is working correctly. You should be able to move the arms up by hand, as the rockshaft piston is a single-acting unit and isn't attached to the rod - the rod simply rests in the end of the piston. Like Chris suggested, you should try moving the load/depth lever to a different position to see what happens, as well as moving the lever at the valve by hand with vise-grips. This may give you an idea where the problem lies. Someone could have recently had the rockshaft valve or the entire housing off and failed to get the draft sensing lever back in the proper position in the valve linkage, which will keep the hitch from working. Or it could be a problem in the rockshaft valve itself. Like Chris posted, your best bet is to get a service manual and follow the troubleshooting procedure step by step. JD's manuals are excellent and that will isolate the problem more quickly than stabbing in the dark at this and that. Good luck with the tractor.
