Peter, first, make sure the flywheel is installed correctly, then you should use the flywheel [L/H ex open] to make sure the cam is timed correctly. {the L/H ex open mark on the flywheel should line up within 1" of the case mark as the L/H exhaust valve is just starting to open, {0_lash with the valve clearance set correctly}. If that is ok, then you can either use an adjustable advance timing light to check the running timing {most programmable lights will need you to lie to them & tell them there are more cylinders due to the spark at every TDC on the Deere B}. Or degree the flywheel, or degree the circumference of the center hole in the flywheel cover & use a conventional light. ~To degree the flywheel; use a tape measure to measure the circumference of the flywheel, then divide by 360 [that will give you the inches per degree], then multiply that number by 25 [25] , that will give you the distance in inches on the flywheel rim for 25, then measure in the advanced direction from the TDC mark on the flywheel that amount & put a mark. Use that mark & your light to check the running timing.
~Its possible you could have a bad cam but I have seen a few with worn cams & it will usually still idle ok
~Same with the governor bearing, that can effect governor control but not usually at a steady RPM or idle. Pull the linkage from the carb lever & operate the carb by hand, if it still acts up the bearing/governor isnt the problem ..
