Aaron, if you tried adjusting the "adjusting nuts" both tighter & looser with no effect you probably should start over. ~I'm guessing you have the fork in the operating sleeve slot correctly because the pulley brake is working but the fork could still be on the outside of the operating sleeve slot & still apply the brake but not the clutch. So start there [make sure the fork is in the operating sleeve slot]. ~Then install one thin lined plate, & then the clutch driver [keep the pulley pulled towards the driver once the driver is installed so the disk doesn't fall down & out of it's recess] ~Then install a double lined disk with the holes over the drive pins [not the adjusting bolts], then install a steel floater disk, then another double lined disk [with the holes over the drive pins not the adjusting bolts], then the second steel floating disk, then another thin lined disk, then the thick adjusting disk [make sure the 3 springs are on the back of it & go into the recesses in the pulley. ~Once it is all together tighten the nuts even with the ends of the adjusting bolts, then engage the clutch, then use the shortest wrench you have or mark a line at 6 on a wrench or ratchet, then hold the wrench the same way at that line & tighten the 3 nuts fairly tight using the same force on all 3 [resist the urge to keep the same amount of threads showing on all 3 bolts as they can wear at different rates & so wont always be the same]. Then try the clutch action. Adjust the nuts from there in equal amounts in or out until the clutch works & snaps in & out good. ~Once the clutch is working good, remove the top & bottom access covers on the 1st reduction cover & disengage the clutch, then use a screwdriver or pry bar & pry the pulley lightly away from the 1st reduction cover until it is tight on the inner thin lined disk, then use a .060 feeler gage or [I use a piece of .060 mechanics wire] & reach down in the 1st reduction cover & place the wire or gage between the bolt head on the clutch fork & R/H main bearing cover [top & bottom bolts], if they are close you are done, if not loosen the nuts & turn the bolts until you have .060 clearance. ~If it still doesnt operate properly you probably have excess wear on the sleeve drive pin, pin hole or excess wear on the clutch dogs or toggles. Sometimes just disassembling the clutch will allow the parts that are close to malfunctioning to line up incorrectly & not work properly. In that case try driving the tractor & if that doesnt allow the clutch to work properly you will have to go back in & find the worn parts..
