I believe that back during the two-cylinder era, horsepower was generally measured at the drawbar and belt. Nowadays, it is measured at the PTO on row-crop tractors and generally gross flywheel power on the four wheel drives. Since the belt pulley on a two-cylinder is right on the crankshaft, belt hp is going to be higher than PTO, because there is a power loss through the various gearsets involved in driving the PTO.
If your tractor has 38 at the belt (theoretically) and 30 at the PTO, that would be a 21% loss, which may be about right, because the power is being tranmitted through two or three gearsets before getting to the shaft. Hopefully someone else can give you some better info, but that is what I came up with.

Howard I don't think that belt and PTO hp will be the same as the PTO has to travel through the gears where the belt is driven directly from the end of the crankshaft. so some minor power loss could be in the gears but I don't know how much. hope this helps and have fun with that old A Willy
