Another busted off bolt question (420T front weights)

I recently bought a pair of good used side weights for my 420T. (still looking for a front weight but that's another post). But when I went to install them I found some genius had torqued off one of the two bolts on each side!!

I have seen a lot of techniques recommended for removing bolts including welding a nut on top. These stumps are underneath the tractor though. It looks pretty hard to drill them out lying on my back with metal falling in my eyes, and I think the tricycle front end will have to come off anyway to give enough clearance to get a drill in there. And I am never using an easy-out again (two lies in one). I suspect if I tried to weld a nut on I would have a couple of big burns from molten metal rolling down the gloves onto my arms.

Is there any way to get to the bolt holes from on top without disassembling the tractor? Or do I just need to get under there and get it over with?

Charles, I wouldn't lie directly under it while drilling, lie off to the side a little & use a floor or bottle jack under the drill motor to put up pressure on it. ~I have used the weld a nut/washer on technique before & it will work [sometimes], the only problem is you must be absolutely sure it will work before attempting that route. Once you weld the nut or washer on you loose the bolt center & have a devil of a time drilling it out straight after that.
~I don't know it you can get those bolts from the top or not, if you can that would be much easier.
