been a long time since I worked on my father's 60 with the same problem.
the shifting lever moves two diferant sliders that are side by side in the gear box. The shift lever moved between these slides and now it is in gear and no way to get back except with help. No major problem with the transmission.
you will need to remove the steering colmn bolts connecting to the top of the gearshift. Then the trans shift cover and lever to get to the top of the transmission and move the sliders back to neutral. you will be able to place the cover and the lever back again. If you are careful and do not SPEED shift, this tractor will work great again.

If you want to fix the problem, then you will need to remove the covers over the flywheel and the clutch

Removing the covers over the flywheel and clutch won't get you into the transmission. What do you mean by that statement?

But it will get to the slider adjusting rods which have to be set correctly to allow spring loaded detent to be engagued while the actual gear is in the correct alignment to the other gear and the shift lever.

If you NEED to work on the transmission, the side covers must be off.

yeah, arian is on the right path , sounds like the slides are out of line, I would say also that your shifter ball is worn some, avoid the speed shifting or if the tractor is in a bind situation, use the shifter easier , alot of times guys just wack it or kick it, bad.

the 2 banger' transmission is not designed for speed shift but some seem to believe they can move the shift lever to the next desired possition as quickly as possible. with time and wear, this becomes the "stuck in a gear and can't shift" problem

what people do is to not let the tractor completely stop(clutch and wheels) before shifting the gears, sometimes they will slip right in, but usually they pop into gear and it , over time jam your tranny sliders.
