Heres what my I&T manual says about ignition timing for the MT tractor. I don`t know if this covers all years or not,its the only paragraph on timing the MT in my manual.

Distributor rotation is clockwise when viewed from the drive end.
Set breaker contacts to a 0.020 gap(32 deg. cam angle.) To time the ignition, crank engine until number one piston (front) is on compression stroke and the flywheel mark -SPARK- (advanced timing mark) aligns with timing port index. At this time the distributor drive groove in oil pump drive gear should be parallel to crankshaft and with narrow part of groove wall towards outside of tractor. Install distributor with retaining cap screws only finger tight .Rotate distributor cam as far as it will go in direction of normal rotation. While holding cam in fully advanced position, rotate distributor body in the opposite direction until points just begine to open.
Tighten distributor retaining cap screws and install number one (front) cylinder spark plug wire in the terminal over the rotor contact.
As indicated above, the distributor is timed with the breaker cam in the fully advanced position.
To check action of the distributor governor, operate the engine at 600 rpm or less at which time the spark should occur at top center or when the DC mark on flywheel aligns with inspection port index line.
Hope this helps.

Good advice, but just a fine-tuning - check the point opening with a test light. As you rotate the dist looking for the "just opening", have the ignition on and touch the distributor power lead with the light. When the light comes on, the points are open, when it's off, the points are closed (the power is going to ground through the coil) Have the flywheel timing mark lined up to the TDC mark as you do this and that's it !
