Joe, that stuff is caked oil mixed with dirt & carbon. Probably from the use of non-detergent oil is it's early days or the use of tractor fuel. ~You can try the diesel fuel or other solvents but I think you will find that nothing short of hand scraping & elbow grease will touch it. Places like the governor & upper crankcase area receive their oil by spray & oil spinning from the gears, so just cranking won't even get the solvent to those areas. ~You want to be careful if just using solvents to loosen those deposits, if they are just loosened & not removed you will have oil problems & plugged oil returns far into the future. ~I think you will find that even using a scraper, putty knives, stiff brushes & anything else that will fit is a lot of work & even then takes some type of solvent [I use kerosene with a little diesel mixed in] in a garden sprayer to keep it wet while working. ~When you finally get it fairly clean inside you will probably find it then starts to burn some oil due to loosening of the crud around the pistons & rings. The oil seal behind the flywheel will probably start leaking also, [if it isn't already due to a plugged oil return hole] ~There is no way to tell exactly why your oil pressure is lower, it could be from the oil thinning more due to the higher summer ambient heat, oil dilution from gasoline in the crankcase, bearings wearing, oil filter cover being over-tightened & warping the filter can top. Or with all that crud, a good possibility of the oil pump intake screen being partially plugged with that crud & restricting the oil flow into the pump, [reach down in there & feel around the pump screen & see if there is a build up of crud around the screen [Ill bet there is]. ~You kind of got Pandoras Box there, if you leave the crud it will bother you, & new detergent oil will dissolve enough of that to plague you with plugged filters, plugged oil returns & plugged oil pump intake screen. If you decide to remove it you will have a job cut out for you. ~ Ive done plenty of those crud removal tractors in my life & havent found a short cut that works worth a darn short of removing all the covers [including the 1st reduction] & [governor] & scraping the crud out with a scraper & hard work. It is a dirty, dirty job that will leave you smelling like diesel, & covered in crud up to your shoulders, & your wife will not be happy with you for about 3 days.
