SN561695 runs great on either cylinder but when both are plugged in it spits and bucks (cross fires) timing is right on, new plugs, wires, points, condenser, valves set, new carb, fuel line filter. why wont it run smooth on two.

Don, ~Do you have a blue spark that will jump a 1/4"+ gap?
~Remove both spark plugs & lay on the block side by side & turn the engine over, make sure both plugs don't spark at the same time [if they do, suspect the wrong type rotor or bad cap]. Maybe try to borrow a mag or dist to try..
~Open the carb drain cock & see if you have a pencil sized stream of fuel for at least 30 seconds, if not find out why.
~Try running it with the air cleaner elbow removed. You want the air cleaner completely out of the system for the test.
~If the removed air cleaner doesn't help, try to borrow a carb form a KNOWN good running tractor, or run your carb on another tractor to eliminate that as the possible cause [those carbs are a leading cause of a problem like yours].
~If that is ok then remove the intake/exhaust manifold & plug the openings & pressure test for an internal leak between the intake & exhaust.
~If ok there suspect cam timing [pull the rocker cover, set the clearance on the L/H exhaust valve & see if it just starts to open [0 lash] when the L/H exhaust open on the flywheel lines up with the case mark [of within 1"]. ~Or suspect a worn cam.
~You are just going to have to eliminate each piece, carb, dist, manifold, air cleaner etc. until you find the problem

Don, we will need a little more information to help you.
~Does the tractor run bad all the time or does it straighten out when put under load?
~Does it run better with the choke 1/3-1/2 on?
~Do either the idle & load needle have an effect on the engine or can you screw either all the way out & still have the tractor run?
~Does it have a mag [if so what brand & model], or distributor?
~How many contacts on the mag/dist rotor?
~You could be fighting a bad mag/dist, weak coil, leaking valves [do a compression test], pin hole between the intake & exhaust manifold, intake leak, worn cam, or ?..... .

The tractor ran this way when I bought it and nothing I have done has improved. I put a new head gasket on and had the head crack checked ok and he said valves and seats looked good.
Runs bad all the time and will hardly pull itself.
Partial choke does not help
Delco distributor 2 contacts (north and south)
New cap and rotor and points
Compression not good but equal..40lbs.
Both the idle and the load needle can be removed and the tractor will still run(no effect)
New manifold gasket

I adjusted the mag timing(turned top to back of tractor) and it runs smoother than ever has.
Now closing the IDLE needle makes the engine quit like it should.
Isolating cylinders it runs smooth on right and rough on left.
Will keep plugging away till this thing runs like a poppin johnny should.
*Thank you clooney for all your help.

sounds like a mag cap problem or it is shorting out at the rotor .
