Clutch on 39B

I cannot get the clutch to disengage. I had the clutch and drive gear off as a set. I did not take the clutch apart. I had the rear end off, the flywheel off, and the clutch lever off. Now when I pull back on the clutch arm the clutch snaps and moves out slightly, but does not disengage. I took it off and put it on again to check things out and after installation it still won't disengage.

Does anyone have any ideas? I know that I am doing something wrong, but I don't know what. The service manual is vague in this area.

Thanks

It sounds like you might have those three nuts on the right end of the belt pulley too tight.
