J.D.model A styled...timing info

I have a few questions if someone can help..I am working on a model A styled,and I can't figure out how to check oil level,also how to check that the timing is close. Also ,the oil tube running from the rockers , bolts on the head with a round piece,at the bottom it look's like it does not cover up the hole in the head .Should oil come out of that open spot while it is running or is it a drain hole to run back to base? Any help would be appreciated..thanks

i can tell you how to check the oil. go on the pully side(clutch side) and look under it. there is about a 1 1/2inch bolt that screws out of a socket. take that out and oil should drip when full.
