Abe, it sounds like you have covered most bases.
~Where is the carb throttle lever actually operating at when it is revving out of control?.... If it is wide open or mostly open you have governor, linkage, or spring problems..... If it is closed or mostly closed you have other problems like carb or manifold.
~Does it have the correct spring on the foot throttle & is it installed correctly? ~Check the crankcase for being full of fuel from a leaking carb [maybe gas fumes are being drawn in by the breather or getting past the rings].
~Remove the linkage from between the carb & governor arm, then work the carb throttle lever by hand while holding the governor arm & see if the governor tries to push the arm forward when you bring the engine speed up. If not suspect governor problems.
~You will have to do some checking then post back with questions, we can't see the tractor, & without actually looking a it while running will just have to guess at things until you eliminate them.

no gas in oil/linkage run with throttle linkage
off holding carb revved rite up/visaully checked
manifold by gasket for leak seen none(of coures
this tractor has fresh paint job)
looking closer at gov weights have grooves on outside like hitting something-the two control arms(for weights)are ground a a 45 degree angle where engage on washer(should those be flat not 45
or worn to much allowing weights out to far thus causing the wear marks.
thanks abe
