JD won't start!!!

Thanks to all who responded to "Fuel in my oil", We drained the oil and added new, checked the needle in the carb, nothing stuck the float was fine. Put everything back together and went to start mower. NO GO!!! It's acting like it's not getting enough fuel. Made sure the fuel cutoff switch was in the open position. Got the motor to turn a few times and run however it was in very low idle and even adjusting the choke didn't seem to affect the idle and then it would slowly die.
I need your help again... Thanks a bunch in advance...Kelly
