Just bought a '53 J.D. 60. The engine is stuck so I decided to see if i could put it in gear and rock it back and forth a little. Found out the clutch would not hold and the belt pulley will not spin freely. So I tore it apart and found the inner face of the drive disc was a little rusty, so I sanded on it best I could. Put it back together; same thing. The only way it will spin is if you loosen the bolt in the end of the crank. I'm sure the toggles and dogs need replaced. I have all the parts from the drive disc outward off the tractor and still no luck with the pulley. Any advice would be greatly appreciated....

Darin, what you are saying doesn't make much sense to me. If the engine is stuck & the pulley doesn't spin the clutch is holding.
~Can you spin the pulley with the clutch released & the trans in neutral? Can you spin the pulley with the trans in neutral & the clutch engaged (if not the clutch is holding)
~The pulley should be unable to be spun on a stuck engine when the clutch is engaged. ~Can you feel a snap when engaging the clutch with the hand lever?

It sounds like the drive disk is going too far in on the splines, or the inner facing has gotten wadded up under there. If you are loosening the bolt in the end of the crank and it is freeing it up, why not take the disk out and look at it, it should be a tight enough fit on the splines to require a puller, or in some cases pushoff bolts. Also this disk has a balancing mark on it and the crankshaft, they are on the flywheel also. LGD

Right On - I've seen several that the splines have worn to a point where they pinch the facing & bind the whole pulley as if the clutch was engaged. I also recall one where the gear on the pulley was working loose, causing a bind condition when teh pulley was left outward to compensate.
