I have a 430s that starts hard. I had the carburator profeesionally rebuilt, electronic ignition installed(very nice sprk). It is getting lots of fuel(runs out out of carb after a few minutes of choking). So I gave it a compression check, it was 30 degrees out and the guage said 45psi for both of them, I put some oil in the cylinders and it made no difference. Am I on the right track? Does it need a valve job? At the same time should I rering it? Will this be enough?

Mark, that is pretty low on compression. You really should get it running then give it a hot compression test with the throttle & choke wide open. If it is still low then re-check again, with the carb air inlet hose disconnected, if still low you probably have valve problems. ~By you saying BOTH cylinders have 45 psi I have my doubts that both cylinders burnt the valves the same to the same leakage.
Maybe you have washed the cylinder walls with gasoline & the oil you put in hasn't sealed the rings due to not flowing out good in the 30* weather. ~You could always loosen the valve adjustment so the valves stay closed then make a spark plug adapter to hook to your air hose then put air pressure in the cylinders to see where the air comes out, that will show where the compression is going
