The best cure for the extra engine wear & poor fuel economy your tactor now has due to low coolant temps is a transplant. It may run "ok" but do your self a favour & repair it. My father still won't listen & runs a couple of tractors without thermostats. He has this idea that they won't over heat or blow head gaskets when run without a thermostat. He can't figure out why the plugs are aways fouling, the soot in the exhaust, the thin oil that smells like gasoline & the poor fuel efficiency. At age 71 he isn't going to change his mind however. The later 60's thermostat & outlet pipes work well & only the pickiest of correct police will notice.

TL, I don't remember which way is open (I think forward though) but if is the early 60 with the thermostat is in the front of the lower radiator tank it controls the shutters in front of the radiator (if they are still there) & doesn't control any water flow (the heating of the water in the lower tank moves the thermostat to open the radiator shutters)
~There is no reason to free it up if the shutters are missing, see picture.....

Thanks Clooney, yes the shutters are missing,I thought the thermostat controled the coolant flow.If the leak gets worse from the thermostat what can be done, outside of new replacement?

Tl, remove the thermostat then just make & install a block-off plate.
~If you look around you might be able to find a block-off plate from an LP tractor that covered that hole..... .
